If you are testing a tracking and it works in one browser like FireFox, but not another like Internet Explorer (or vice versa) then the ad server has detected an app cookie in one browser and not the other.

Each time you login to your affiliate network as an employee or an affiliate, a test cookie is set on the tracking domain. Then then you test a tracking link, the ad server looks for the test cookie. So if you have logged into your affiliate network with FireFox, then FireFox will have the test cookie. Cookies are not cross browser so the cookie set in FireFox can not be accessed by another browser like Internet Explorer. Thus, you won't have a test cookie set in another browser that you didn't login recently to your affiliate network with.

Then the offer you are trying to access probably has targeting setup that is restricting access for you to view the offer.
