To have all merchant sales generate conversions, you need to have multiple conversions enabled and set cookie lifespan to 1 year or custom hours of 99999.
To enable these features view and offer and in the Tracking settings panel click Edit. Then enable Multiple Conversions and set the Cookie Lifespan.
By default with multiple conversions disabled, cookies are deleted after a conversion is registered. Enabling multiple conversions doesn't delete the cookie after a conversion is registered. Then setting the cookie lifespan to an infinite amount of time will ensure that all sales are recorded as conversions.
