When viewing an offer, select edit on the Targeting panel. You can select an "offer group" for the offer; if the viewer is from a restricted country they will automatically see one of the other offers in the offer group. You can create offer groups by hovering over the Offers tab and selecting Offer Groups.
Create an "offer group," put your geographically restricted offer in that group, put at least one other open offer for restricted viewers to see instead in the same group, and you are all set.
