When new users sign up to your network they are required to complete CAPTCHA on sign up. If users don't complete CAPTCHA successfully, then their application won't be submitted. The CAPTCHA prevents scripts or bots from creating accounts. Hover over the Company tab and select Customize Application. Go to Affiliate settings and enable CAPTCHA on Sign Up and save.
