This can be accomplished with a single offer/tracking link using percentage-based payouts with "multiple conversions" enabled. See that "multiple conversions" is enabled in your offer settings, and that "% of sale amount" is set as your payout option. With percent-of-sale you must include a sale amount in the conversion pixel.
You are going to place your pixel in the two places that you need it, with an amount of $1 and then an amount of $18 in mrvyper's case. For example, the user follows the tracking link, submits their email, and then this pixel fires:http://demo.go2jump.org/aff_c?offer_id=123&amount=1.00 which pays the affiliate the $1 for the email lead. If the user continues with the upsell you will fire the pixel again at the final page but with amount=18.00.
