No. Browsers won't load insecure content inside a secure iframe. Only other secure objects can be called from an HTTPS domain. So if the offer tracking pixel is HTTPS, then third-party affiliate pixels must also be HTTPS.
Third-party affiliate pixels can be HTTPS, if the offer tracking pixel is only HTTP. Browsers will load secure content from a non-secure domain.
