How and where do I retrieve the cookie deposited upon customer’s arrival and the cookie on the thank

When viewing your offer details (in your system from Offers -> Manage Offers, and click an offer) there is a link, "view advertiser pixel" -- click that and you will see some code which you need to include in your "thank you" page so that it loads after the user completes the desired action -- this is how conversions are logged in your HasOffers system.
